Adaptation Benchmarking Survey: Third Report
[摘要] This research examined climate change adaptation planning in Australian organisations, and investigatedchanges in the activities reported by those organisations over time. This project has been conducted jointlyby CSIRO’s Climate Adaptation Flagship (CAF) and the Australian Government DIICCSRTE (formerly DCCEE).The research involved a longitudinal survey of public- and private-sector organisations that are expected toplay a significant part in Australia’s efforts to adapt to the impacts of climate change. As well as measuringsome organisations on multiple occasions, the overall sample of organisations involved in the research hasbeen expanded over time.The research began in 2008, and involved a survey of a range of public- and private sector organisationsfrom four broad categories: industry, infrastructure, associations and NGOs, and local government. Thesurvey measured the type and extent of adaptation activities these organisations were undertaking.Further in-depth interviews with a sub-sample of these organisations were conducted to gather moredetailed qualitative information. Results from this initial research have been reported elsewhere.The research process was repeated in 2010/2011, when the original organisations were re-surveyed (wherethey were willing), and an additional sample of organisations was surveyed for the first time. In-depthinterviews were conducted with a sub-set of the respondents to gather more detailed information. Resultsfrom this second round of data collection, including detailed analysis of changes over time within individualorganisations, have been reported elsewhere.Most recently, a third round of data collection has been completed for this project. Organisations that hadbeen involved previously with the research were approached again, and resurveyed if they were willing. Anew sample of infrastructure organisations was also surveyed. As before, additional in-depth interviewswere conducted with some survey respondents.The present report describes the findings from the most recent surveys and interviews. The analysisfocusses on differences between the responses of different organisation types, and differences between allsurveys taken at different points in time: 2008, 2010/11 and 2013. Broadly, the results of this most recentdata collection suggest that adaptation may be gaining additional traction in some Australian organisations,although this change appears at least partially because mitigation has dropped lower on the agenda. Thereis also some sense of a broadening gap between those organisations that are taking action on adaptation,and those that are not.
