Review of Logan City Council Vegetation Offsets Program
[摘要] An interdisciplinary research project investigating the practical strengths, limits and challenges of the current Logan City Council environmental offsets program has been designed to encapsulate the triple bottom line. The workshop provided researchers with a space to explain the triple bottom line concept, offset requirements (in theory and practice), and the complexity of the legislative and policy requirements and economic instruments through emerging markets (Hunt 2008, Madsen et al. 2010, Cannard et al. 2016). The collective wisdom of participants determined key issues and opportunities that will now be incorporated into the audit and review of the environmental offsets program. Time was also dedicated to the discussion of program refinements, both in costing and the avoidance of perverse incentives (Gordon et al. 2015). The potential for new future programs involving private landholders and residents was based on the combination of reflective and solution-seeking processes. The literature review of the policies, legislation and best practice both in Australia (Department of Environment and Energy 2012, Miller et al. 2015) and highlighted again the complexity of coastal governance particularly (Clarke et al. 2013).The synthesis of program design principles includes wise incentives and determined nudges based on the refined workshop outputs. This research highlights the efficiency and openness that graphic facilitation brings to concerted participatory process and how this assists in research application at the local council level. The research to date suggests that Biodiversity offsets principles are suitable and useful more generally in environmental offsets.
