Essential Environmental Measures - Program Evaluation Report
[摘要] The Essential Environmental Measures for Australia program, led by the Department of the Environment and Energy (DoEE), has been piloting an approach to improve the availability of environmental data for national needs since June 2015. The two main activities undertaken by the program during this pilot have been: identifying measures that are essential for tracking change in the state of the environment; and implementing projects to help ensure measure-related data becomes more Findable, Accessible, Interoperable and Reusable (FAIR).An evaluation presented in this report, was undertaken to assess the effectiveness of the pilot approach, and the desirability of aligning the program more closely with the common approach to environmental-economic accounting, agreed by all Australian jurisdictions in 2017.The evaluation team generally found that there is strong community support for the idea of developing a national set of Essential Environmental Measures, and for standardisation as a way of improving the ‘FAIRness’ of environmental data. However, there are a number of aspects of program implementation that could benefit from further consideration. The report provides recommendations for program redesign.
