Strategic Planning of Urban Water Systems Facilitated by Models
[摘要] Strategic planning for a city’ urban water system is an important task, especially when cities are growing rapidly, and there are ongoing and emerging challenges ranging from climate change to intensifying level of pollution and a backlog in service provision. In this report, it is argued that for planning purposes, a number of actor biases and difficulties relating to the nature of the urban water system make planning difficult. This report describes such issues, in a developing country context, and then states a number of principles that help address them. Specifically, on the basis of seven key principles, this report describes an approach to strategic planning, facilitated by engagement methods and computational models, to construct coordinated solutions for urban water management in a way that can be accepted by stakeholders. The methodology was developed and tested in Can Tho City; a major urban centre of the Mekong Delta in Vietnam.
