Climate change driven pressures on resource availability and food and energy security: Implications for National Security: A report to the Department of Prime Minister and Cabinet - NSST Project PR09-0037
[摘要] The report is structured as follows. The current status of the key issues affecting food security, including climate change impacts on agricultural production and other vulnerabilities are discussed in section 2. In section 3, we focus on energy security related issues and the interactions between climate change related developments and energy sector issues. In sections 4 and 5, we discuss the potential effects of climate change on food and energy security. This discussion will rely upon recent analysis undertaken by using the GTAP model (Valenzuela and Anderson 2010a and 2010b), the GIAM model (Scealy et al 2011) and quantitative analysis from the International Food Policy Research Institute (IFPRI) (Nelson et al (2010)). In the final section, we discuss the potential implications of food and energy insecurity for national security related issues and canvass areas where measures can be undertaken to move towards greater level food and energy security. Finally, given the medium to long term dimensions of climate change and the drivers of food and energy security, the timeframe for analysis and discussion in this study is out to 2050 with a detailed focus out to 2030.
