Institutions assisting forestry farmers: An Indonesian case study
[摘要] The present study is the first step to understanding the institutional arrangements that exist to support tree farmers in Indonesia. The research utilised desktop studies and institutional mapping with researchers to understand institutions that were involved and their respective roles in supporting farmers. Seven institutions were thought to work closely with farmers: the district and subdistrict extension centres, district forestry office, village government, university (forestry) staff, NGOs and private industries. Of these, extension staff maintained most consistent contact with local farmers or farmer groups. In Indonesia, significant forestry decisions are made centrally by the Ministry of Environment and Forestry (MEF). MEF sets up laws, regulations and guidance which district and sub-district forestry offices have to implement under the supervision of their respective provincial forestry agency. In the current arrangement, assistance to farming is mainly a top-down process. Decisions regarding the type of assistance to help farmers are often driven by local authorities rather than farmers or farmer groups. In the current institutional arrangement, there are avenues for farmers or farmer groups to seek assistance, but they rarely do so. Farmers or farmer groups can approach NGOs or extension staff for help. They may also seek assistance from local forestry offices. The effectiveness of the current institutional arrangement is subject to further investigations. The current study marks the initial attempt to provide new knowledge of pathways to assist tree farmers in Indonesia.
