Climate Adaptation through Sustainable Urban Development in Makassar, Indonesia. Water Needs Index.

[摘要] This is a report describing the results of a workshop and research analysis conducted for the Climate Adaptation through Sustainable Urban Development: Urban Planning; Makassar, Indonesia project, involving Activity 3, component 8, as commissioned by the CSIRO-AusAID Alliance. The Alliance partnership has been established to engage researchers and AusAID staff in a participatory manner to develop research products. The Alliance provides a basis for collaboration and integration of effort between management staff at AusAID and scientists in CSIRO to enhance the efficiency and effectiveness of investment strategies.An assessment of the water needs and the water and wastewater infrastructure investment opportunities has been conducted for Makassar City and surrounds in light of anticipated changes expected of climate change, population growth, and growing industrial demands. The development of a Water Needs Index (WNI) will allow a transparent, valid method to determine the key issues that influence the ability to provide clean water and sanitation services to the city and surrounds. The workshop was conducted in a participatory manner with colleagues from Hasanuddin University (UnHas), and with advice and cooperation from the Ministry of the Environment, (KLH Pusreg), the Bureau of Meteorology, Geophysics and Climatology, (BMKG), Makassar Municipal Water Company (PDAM),Dinas Pekerjaan, BPDAS, non-governmental organisations and other key stakeholders from South Sulawesi. The recommendations from the workshop provide targeted information for the development of the WNI which could assist in guiding AusAID’s future urban investments. Reliable data sources and information exchange has been possible through collaborative efforts with in-country managers responsible for water provision.
