Urban Edge Partnership - Summary Project Report
[摘要] The report summarises the findings of a two-year strategic research collaboration between CSIRO and Sydney-based developer Celestino - known as the Urban Edge Partnership (UEP). The study aimed to investigate the role of greenfield development in shifting our towns and cities towards a more liveable, sustainable and resilient future. Greenfield development is the creation of planned communities on previously undeveloped land. This land may be rural, agricultural or unused areas on the outskirts of urban areas. Providing critical infrastructure to greenfields can be cost prohibitive thus creating opportunities for new forms of infrastructure and service provision.While emphasis was placed on the planning and development system, analysis extended to ‘unwritten’ and ‘hidden’ aspects of that system, which can limit the development and deployment of new concepts in urban design, infrastructure and essential services. For example, on the topic of constraints, obvious issues emerged related to regulations, and political and commercial short-termism, but also subtle issues related to fiscal strain, risk averse Australian culture and market immaturity. Ideas regarding enablers often emerged directly in response to discussion about constraints. Examples include: cost break-through innovations, financial incentives and new economic valuation frameworks to address the short-term commercial focus; new paradigms for engaging consumers to address concerns about lack of market (and political) demand for innovation; and new collaboration and planning processes to appropriately share and manage risks.
