Indigenous water values, rights, interests and development objectives in the Mitchell catchment. A technical report to the Australian Government from the CSIRO Northern Australia Water Resource Assessment, part of the National Water Infrastructure Development Fund: Water Resource Assessments
[摘要] Indigenous Australians have consistently sought sustainable inter-generational social and economic opportunities for themselves and their communities. Through mechanisms such as native title and land restitution schemes, they also have growing interests in the natural resources across the nation, particularly in Australia’s north. Key Indigenous development objectives have been articulated in Indigenous-driven initiatives and documents (NAILSMA 2009, 2013) and Indigenous leaders have also sought to have Indigenous values, rights, interests and development objectives acknowledged in wider development initiatives and planning processes. These include recent Australian Government White Papers focused on the development of Northern Australia (2014), agricultural competitiveness (2015) and regional defence, Australia in the Asian century (2012). The creation in late 2017 of an Indigenous Reference Group to inform Australian Government approaches to northern development reflects ongoing needs for improved recognition and understanding of the potential role that Indigenous people can play in future successful development initiatives. Reflecting these circumstances, the Assessment included a survey of Indigenous values, rights, interests and development objectives across each of the nominated catchments. This report outlines the results of this component of the work for the Mitchell catchment.
