Investing in food and water: Impact evaluation of Australian support for global change
[摘要] International development is often complex, and evaluating the effectiveness of development investments can be highly problematic. These issues are well illustrated through investment efforts to assist vulnerable communities in developing countries respond to uncertain but potentially damaging global change issues such as water, food and energy security, and climate impacts. Many assumptions about the direct relationship between an intervention and its impact can be weak or even untested, presenting challenges for the thorough evaluation of investment efforts. In response, foreign aid agencies worldwide are increasing emphasis on measurable goals, metrics, and the performance of investments in development assistance. Australia’s 2014 Aid Strategy has also emphasised the need for improved evaluation of aid effectiveness.This study focused on improving our understanding of how research for development projects deliver impact, and contributes to the literature and practice on impact evaluation. This study builds on the recently completed DFAT-CSIRO Research for Development (R4D) Alliance, a five year strategic partnership aimed to reduce global poverty by improving the impact of Australia’s aid through evidence-based research and capability building within-country partner institutions.
