Externalities associated with urban water asset management

[摘要] Urban water infrastructure deliver substantial service benefits to the residents of urban communities. Delivery also imposes some costs which are un-consented and uncompensated; these are the so-called externality costs. The objective of this report is to inform development of a common framework for the treatment of externalities in urban water asset management. The research forms part of CSIRO’s effort to help the Australian water sector align its asset management strategies with sustainability concepts. Consideration of externalities is a necessary, but not sufficient, step in delivering sustainability-based asset management.
