Spark-BAL user guide

[摘要] Spark-BAL is a software application for the calculating bushfire attack levels (BAL) defined by method 2 in the AS3959 standard (revision 3) over spatial areas. The application calculates all required fields in the standard from two input layers: a land classification map and a topography map, and provides a spatial map of the BAL level. This document provides an overview and user guide for the application.
