Evaluating the prospective impact of changes in management practices on crop-livestock farms
[摘要] The Grain and Graze 2 program (2010-2014), supported by the Grains Research and Development Corporation and “Caring for our Country”, has a chief aim to benefit the profitability and natural resource outcomes of mixed crop-livestock farmers across Australia, using a regionally-based and nationally-coordinated approach. In order to justify investment in R, D and E activities a structured and quantifiable approach was developed to assist with program planning. The approach was designed to avoid the limitations of previous pre-program cost-benefit analyses by using a consistent approach across regions and paying equal attention to both bio-economic dimensions of practice change as well as adoptability of practice changes and the characteristics of the end users. This report describes the use of a two-pronged approach: estimating proposed benefits through the use of a bio-economic framework to estimate profit and natural resource management impacts of practice change at a whole-farm business level, combined with an estimate of the likely adoption of practice change based on the characteristics of the practice change and the status of the target audience. We describe the tools that were used, the output that was generated in each region and an evaluation of the usefulness of the approach through survey of the regional users and program investors.
