Benefit distribution and acceptance of extractive industries in AustraliaA report prepared for the Department of Industry, Innovation and Science
[摘要] The purpose of this report is to share key highlights from a program of research developed under the CSIRO Mineral Resources Flagship. A key strength of this research program is combining two complementary types of analysis. The first of these is observed or ‘real’ economic outcomes drawing on data collected by public sources such as the Australian Bureau of Statistics. In addition to standard measures such as direct employment, the analysis looks into indirect employment in the form of job spillovers (multipliers) in other sectors. The resources sector makes a substantial contribution to the Australian economy in terms of GDP and represents our largest export sector (even beyond the recent boom). The second category of analysis focuses on the ‘perceived’ effects of mining, drawing on a survey of over 5000 Australian residents conducted by CSIRO. This survey considers the level of industry acceptance among different groups of people. It considers the perceived benefits and problems associated with mining, and how people view and trust the industry and the governance arrangements in place to manage the industry. Three key factors stand out when it comes to trust in the mining industry. The first of these is procedural fairness which refers to how well the sector listens to community concerns and responds to them. The second is distributional fairness which refers to perceived fairness in the distribution of benefits. The third is governance capacity which refers to the extent to which citizens feel that our governments and legislative frameworks can ensure mining is managed responsibly.
