Air Quality: Multi-Pollutant Legislation

[摘要] One approach being proposed to more cost-effectively achieve national air quality goals is a "multi-pollutant" strategy -- a framework based on a consistent set of emissions caps, implemented through emissions trading. This report discusses this strategy and related legislation.
