This publication establishes the regulations that are applied to the transport of radioactive material by all modes of transport on land, water or in the air, including transport that is incidental to the use of the radioactive material. The objective and scope of the regulations are described in detail as well as the range of their application. The publication provides requirements useful to governments, regulators, operators of nuclear and radiation facilities, carriers, users of radiation sources and cargo handling personnel.
