The purpose of this publication is to provide guidance to States and competent authorities on how to develop or enhance, implement and maintain a nuclear security regime for facilities dealing with radioactive material and associated activities. This is to be achieved through the establishment or improvement of their capabilities to implement a legislative and regulatory framework to address the security of radioactive material, and of associated facilities and activities, in order to reduce the likelihood of malicious acts involving such material. These recommendations reflect a broad consensus among States on the requirements which should be met for the security of radioactive material, and associated facilities and activities.
