[摘要] In his book The Five Health Frontiers: ANew Radical Blueprint, Christopher Thomasdescribes one of the main threats to theNHS. Bevan himself recognised that theNHS had to provide a comprehensive healthservice otherwise those people who havethe finances will choose to ‘buy-out’. Theywill pay to vault over the waiting lists or theywill find other ways to get the best possibletreatment. It is not enough for the NHS toprovide a base level of services, a mere safetynet, or it will wither. It has to be as good asone can get.
