Progressing towards SDG 2030 goals with system changes: the India Newborn Action Plan
[摘要] Nearly one million neonatal deaths occurannually, and almost two-thirds of theseneonates are born in health facilities.1 Inlow and middle-income settings, sub-optimalquality health systems contribute to thesepreventable deaths.Nearly 26million babies are born annuallyin India.2 In 2019, India’s neonatal mortalityrate (NMR) was 22 per 1000 live births3 andhad one of the largest cohorts of pretermand low birth-weight neonates globally. Onequarter of global newborn deaths occur inthe Indian subcontinent.4 Every newbornaction plan (ENAP) launched in 2014 hasset a global target of fewer than 12 newborndeaths per 1000 live births and fewer than12 stillbirths per 1000 total births by 2030.5The sustainable development goals (SDG)newborn targets for NMR reduction are likeENAP targets.6 India has set a more stringent target for itself by committing to reduceits NMR and stillbirth rates to a single digitby 2030.7 As a step in this direction, Indialaunched its newborn action plan (Indianewborn action plan; INAP) in September2014 and has made concerted efforts toimprove access and improve the quality ofcare.
