The Limits of Qualified Immunity

City of Martinsburg, 961 F.3d 661 (4th Cir. 2020), the Fourth Circuit Court of Appeals considered whether a district court erred in granting qualified immunity to five police officers who shot and killed a man with schizophrenia after he was stopped for walking on a roadway. Wayne Jones, the decedent, was armed with a knife, but appeared subdued at the time he was shot. The court also addressed whether the city could be held liable under a Monell claim.
