[摘要] The purpose of this Ministerial Decree is to regulate the demand for flour and breadstuffs, as well as to promote flexibility in state production of different types of flour and breadstuffs according to demand. The State Grain Inspection shall be authorized to submit annual plans to sow different grains for the following year according to demand for certain varieties of flour and breadstuffs.
