[摘要] The President, for the purpose of protection of life and health of the population , improvement of state regulation over the circulation of alcohol products, decrees as follows :1). The Government and Regional Executive Bodies must make arrangements for the improvement of organization and realization of state control over the circulation of alcohol products. In their practical activity the above-mentioned institutions must proceed with the assumption that alcohol products that are in circulation
