[摘要] These Regulations aim at protecting human health and the environment by preventing or reducing the adverse impacts of waste management and generation. Regulation 3 defines the application scope and specifies waste not covered by these provisions. The Regulations concern permits and registration of establishments engaged in waste management, waste management plans and programmes, inspection and records. Specific provisions deal with hazardous waste.
