[摘要] The scope of the present Decree is to confer power upon (mainly local) authorities to propose transactions for simple and frequent ecological offences and thus to provide the authorities with an important instrument to enforce environment legislation. The main reason for transaction is to confront the offender as fast as possible with the consequences of the offending behaviour.
