[摘要] This Ministerial Decree establishes that state environmental monitoring shall be the system of regular observations of environmental pollution and processes having negative environmental impact and use of natural resources with a view of identification of environmental pollution level, assessment of the state thereof, forecasting and mitigation of the consequences of negative environmental impact.
