[摘要] Article 3 shall be amended to add the following wording: “Unified state early warning system for the prevention of natural and technological disasters and mitigation of the consequences thereof shall be responsible for the forecast of the risk of outbreak of natural and technological disasters and assessment of socio-economic consequences thereof”.
