[摘要] The purpose of this Act is to prevent harm to people’s health and the environment caused by chemicals and to properly control toxic chemicals. "Toxic chemicals" means poisonous substances, substances under observation, restricted substances or prohibited substances, substances requiring preparation for accidents, or other chemicals that are or are feared to be toxic or harmful.
