[摘要] This Circular provides for the grant of certificates of insurance or financial security of civil liability for bunker oil pollution damage. The Circular specifies the ships eligible for certificates, the conditions for obtaining certificates, the certificate applications dossiers and the order of dossier submission, receipt and processing.
