[摘要] This Decree-Law, consisting of 9 Chapters, approves the legal regime for the construction of new buildings. It establishes legal norms, requirements and environmental standards to be satisfied in order to realize new buildings, or any other civil works, including for rehabilitation, extension or conservation of existing buildings, destined to being used by human beings.
