[摘要] This Act aims at providing satisfactory and equal protection of people's lives and health as well as property and environment throughout the country against accidents, taking into account the local conditions. It defines duties of citizens, the State, and local authorities. A municipality must have an action program for prevention. The program shall state the objectives of the municipality's operations and the risks of accidents that exist in the municipality and which can lead to rescue efforts
