[摘要] Article 3 shall be amended to add the following wording: “In accordance with the federal legislation unified state early warning system for the prevention of natural and technological disasters and mitigation of the consequences thereof shall be operative and functioning at federal, inter-regional, regional, municipal and site levels”.
