[摘要] The provisions contained in these Regulations apply to any ship (i) calling at a port in Malta or at an off-shore installation, or (ii) anchored off such a port or installation. Regulation 3 defines with detail the application sphere (in particular, fishing vessels are not covered by the provisions).
