[摘要] This Order establishes the basic requirements for the development of hydrocarbon deposits and regulates the relations between businesses and central executive bodies originating from subsoil management related to oil and gas extraction with a view of rational use thereof. It sets forth the requirements for exploration and industrial development of oil and gas deposits, and hydrocarbon extraction at the same time ensuring environmental security of the population and environmental protection.
