[摘要] Article 1 shall be amended to add the following wording: “Fast-evolving dangerous natural phenomena and technnogenic processes shall be considered negative phenomena and processes, identified in the process of forecast of the threat of the outbreak of emergencies and disasters, localization and mitigation of the consequences of which require prior alert of forces and means of the unified state early warning system”.
