[摘要] This Proclamation provides for the ratification of the Convention on the Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea and authorizes the Ministry of Transport and Communications to undertake, in cooperation with the concerned governmental organs, all acts necessary for the implementation of the Convention.
