[摘要] Article 1 shall be amended to add the following wording: “Territory subject to fast-evolving dangerous natural phenomena and technogenic processes shall be considered plots of land, water area and airspace, classified as such territory due to forecast of the threat of the outbreak of emergencies and disasters”.
