[摘要] Article 33 shall be amended to add the following wording: "In the event of the state of emergency, the enterprises that produce, transmit, distribute, transport oil and oil products, natural gas, fuels, electricity and/or heat energy must first satisfy the needs of the domestic users of the Republic of Lithuania, giving priority to civil protection system forces, as well as the needs of facilities essential for national security."
