[摘要] This Measure, composed of 5 articles, rules on the institution of the National Institute for Semi-Arid – INSA, a research unit integrating the basic structure of the Ministry for Science and Technology. The aim of INSA institution is to promote the scientific and technological development as well as the integration of socio-economic poles and the strategic ecosystems in the Brazilian semiarid region.
