Royal Decree on the protection of navigation, sea fishing , the environment and other essential interests in the exploration and exploitation of mineral and other non-living resources in the seabed and subsoil of the territorial sea and the continental shelf.

[摘要] Concessions and licences for the exploration of non-living resources in the territorial sea and the continental shelf shall be granted solely for zones as specified in the Annex. In the course of exploration or exploitation of resources all possible measures to avoid pollution shall betaken. Safety zones around installations shall be established.
