[摘要] This Act provides ways to take into account energy and environmental effects of the operation of motor vehicles in order to promote and stimulate the market for energy and environmentally efficient vehicles. The energy and environmental impacts of vehicles include energy consumption, emission of carbon dioxide, nitrogen oxides and non-methane hydrocarbons.
