[摘要] This Regional Law establishes general organizational and legal provisions in the sphere of protection of citizens and the whole land, water and air area, and of the environment against natural and technological disasters. The scope of this Regional Law shall be prevention of the outbreak and development of disasters and reduction of damages caused thereby.
