[摘要] The Act defines the responsibilities of authorities and other relevant entities in Finland concerning the prevention of and response to oil spills and chemical spills from ships. The aim of the Act is: a) to ensure due preparedness to respond to oil spills on land and to oil and chemical spills from ships; b) to ensure fast and efficient response to potential spills; and c) to ensure that the impacts of spills are remedied in such a way that any harm caused to people, property or the environment
