[摘要] The purpose of the legislation on pipeline transportation is to regulate the relations at all stages of the functioning (projecting, construction, exploitation, maintenance, reconstruction, etc.,) of pipeline transportation, establishment of safety guarantees for life and health of the population, ensuring environmental protection against possible negative impact in the process of exploitation of the objects of pipeline transportation (art. 3).
