[摘要] The Act ensures that the principle of cost recovery is applied in regards to environmental, resource and pricing expenses of wastewater. The Act applies to wastewater facilities, cost of construction, operation and maintenance thereof and its purpose is to improve wastewater treatment for existing discharge facilities.
