[摘要] Section 4 concerns the composition of the Guyana National Energy Authority. A new subsection 1A is inserted prescribing that the Chairman and Vice-chairman of the Authority shall be appointed by the Minister. The new section provides that, where the Minister is the Chairman of the Authority, he or she may delegate functions as Chief Executive Officer to any other member or officer.
