II): the Council is formed by the Minister of Health as President and 19 members from the different ministries and administrations (art. 4); competencies of the Council (art. 7); establishment of the Council for Environmental Protection and Improvement in every Province (art. 8); formation and competence of the Council in the Provinces (art. 9)
