[摘要] Prior to a decision regarding porjects that may have considerable effects on the environment, natural resources and community, the Environmental Impact Assessment (EIA) regulated by this Act is to be carried out. Such assessment shall invariably constitute a part of the planning process. The Minister of the Environment is the principal authority in the field.
