[摘要] Section 35 (1) of the Environmental Quality Act 1974 (No. 127) establishes that any person who is aggrieved by (a) a refusal to grant a licence or transfer of a licence, (b) the imposition of any condition, limitation or restriction on his licence, or (c) any decision made by the Director-General under the same Act may appeal to the Appeal Board.
