[摘要] The Act regulates the dumping of substances in the sea. Section 2 places restrictions on the loading or dumping of substances mentioned in Schedule 1 and 2 and dumping of substances in general. A special permit or a general permit authorizing dumping may be issued by the Secretary of Industries, who must take into account the factors set out in Schedule 3.
