[摘要] The Law consists of 4 Sections composed of 19 articles dealing with the following matters: 1) general provisions (sect. 1, arts. 1-5); 2) compulsory certification (sect. 2, arts. 6-15); 3) voluntary certification (sect. 3, arts. 16-18); 4) liability (sect. 4, art. 19).
